Only a user on a Mentor plan or an owner/member of a team on Business or Enterprise plan can be an observer.

How to add or remove a dashboard observer?
Your Hosting Dashboard gives you insights into your performance across time for key communication metrics.
To share your dashboard with an observer, go to the Metrics page, choose to see your metrics, and simply click on the "Share dashboard" button on the upper right side of the screen, and follow the prompts.
To add and/or remove an observer from your dashboard, click on Share dashboard and continue based on your intention.
*Note that sharing your dashboard does not share your sessions with an observer, and sharing a session with an observer does not share your dashboard.
